“The unfortunate truth is to have a functioning housing market you need to have a functioning foreclosure market,’’ Sheila Bair, chairwoman of the Federal Deposit Insurance Corp., said to an audience of more than 700 at a breakfast hosted by the Boston Club, a women’s business group.
